- There is an active commitment to continued operation of the project.
- There is a commitment to complete the assistance funding (the Fund will work towards pooling resources for the project).
- The programs are accessible and available for the entire elderly community in the area.
- Priority is given to a program that ensures that elderly people with disabilities remain in the community.
